The ICRC was fabricated nearly 140 years ago to deal with the issues of one particular group of war victims, wounded soldiers. But it was not long before the establishment, by reason of its broadly acclaimed neutrality, was able to bring together lists of prisoners taken in the war of 1870. The clear fact of transmitting these lists provided tremendous alleviation for distressed families back home, and remains at the heart of the ICRC's role in wartime. Over the years the ICRC extended its activities in this field, and in the modified Geneva Conventions of 1949 was granted a clear mandate from the international community to warrant that the precise rules of the Conventions were put to use. Prisoners of war are unequivocally preserved under these regulations.

Red Cross makes no distinction as to nationality, race, religious beliefs, class or political beliefs. It attempts to lessen the suffering of individuals, being guided solely by their needs, and to give priority to the most pressing cases of agony and anguish. In order to carry through to enjoy the reliance and faith of all, the Movement may not take sides in armed conflict or engage at any time in controversies of a political, racial, religious or abstract nature.

The Movement is autonomous and free. The National Societies, while reinforcements in the humanitarian services of their governments and contingent to the laws of their particular countries, must all the time persevere and sustain their independence and freedom so that they may be able at all times to act in harmony and agreement with the principles of the Movement.

The other exceptions are mercenaries, who are specifically excluded from protections. Mercenaries are defined as soldiers who are not nationals of any of the parties to the conflict and are paid more than the local soldiers. The ICRC is a non-political and self-ruling humanitarian establishment, whose role is defined, in worldwide humanitarian law. It acts as a neutral mediator at the time of international and internal hostility, providing guardianship and safe keeping for civilians, prisoners of war and the war wounded. On a concluding note I would like to say that International Committee of the Red Cross is an equitable, neutral and independent organization whose sole humanitarian mission is to safeguard the lives and dignity of victims of war and internal violence and to render them with aid.
