my good luck that I am the leader of the Peace and Freedom party of Prosperia.
My party has won a majority of the seats and now the newly elected parliament
expects a challenging job from me to eradicate poverty and bring prosperity in
Prosperia.

The government of Prosperia is in full swing and the Prime Minister is ready to
work very hard and as a result so many creative and new plans are to be taken.
These actions may bring holistic solutions for all the problems which face a
country new freed and already having host of problems from a very long time. I,
as a Prime Minister know that there is poverty, but it is my job to first find
the true cause of poverty, and this can only be done through networking of all
the resources. After this initial phase more realistic solutions could be found.
The best thing that would happen is that private and public sector resources
should be used in such a way that the needy people get their appropriate share
without cutting the throats of each other. Since Prosperia is a country
colonized by a European power for 150 year, therefore the sufferings and
hardships endured by the people must be very hard to tell. Now Prosperia is
going to run by their own people and therefore it is a must that in all the
projects and programs, the poor should be included in such a way that benefits
do not slip from them. The hiring policies for jobs should be tailored in such a
way that they are targeted to fulfill the needs of the poor.
In Prosperia poverty is a problem which can be solved or reduced through the
tradition of working together. The poor should not ask too much from the
government, as it is still struggling to stand on it foot. It would be far
better if the poor also participate and give their equal share of work to try to
eradicate poverty from Prosperia. The best way we can do is to take more
responsibility for ourselves, for our communities, for our countries and for our
families. Any society, any country or any group can improve and the outstanding
heritage of Prosperia can make all the difference.
Bank support is a very improved governance. It helps reforms across the board.
To improve the structure, functions and management of the public sector, public
sector administration is very necessary and it is a kind of incentive for public
officials.
Prosperia has a very low literacy rate. Only 60% of adults can read, and the
proportion of women who are illiterate is much lower than men. To improve this
situation, changing of curricula and introducing new subject and teaching method
should be introduced.

The life expectancy is not that good in Prosperia. The life expectance for men
is 50 years and for women it is 55 years. The FAO has recommended an average
caloric intake of 95% daily but due to poverty no one is able to come up with
the 95% figure. As a result malnutrition is common. The same way the infant
mortality rate is 150 per 1000 live births. Right now this shows a very grave
situation but through proper administration the situation will come out of the
danger zone. Beside a country which was colonized for 150 years should expect a
condition like this or even worse than this. As far as economy is concerned
there are 3 advisors available to him which might assist him. One of them
believes in laissez-faire capitalism. The 2nd believes in state capitalism. The
3rd advocates the dependency/Marxist paradigm. What advice would each of these
advisors give him about how to develop Prosperia? What would each tell the Prime
Minister about how to tackle the relations with the multinational, how to
stimulate the economy, how to deal with poverty, and what to do about possible
religious conflict?
These are so many questions which need answers. The first idea we will tackle is
Marxism. The people who oppose the Marxism argue that Marxists are not able to
point to a social class or movement away from capitalism and therefore Marxism
is not valid any more as a project of historical transformation. In Marxism the
forced extraction of surplus labor becomes a very big source of trouble for the
government. We on the other hand are looking for continued macroeconomic
stability and fiscal discipline so that a commendable economic record is
maintained. New jobs are created and facilities are opened. If the public sector
is reformed, the functions and management of the public sector is strengthened,
only that the economic activities of Prosperia will grow and prosperity will be
ensured in the newly freed country.
In a newly developing country, everyone want to participates in the development
process. Some like the capitalistic system some prefer Marxism and think that
state capitalism is the best. What is Capitalism? In fact is a social system
based on the recognition of individual rights which include property rights? In
this system the state is separated from economic, production and trade. It is
the system of laissez faire or it is the system of political freedom.
The new country is also going to face some ethnic problems. With 50% Christians,
30% Muslim and 20% traditional of worshiper would make a wide gap between the
religion. Now every religion would like to take the maximum part in the affairs
of government. It will be the job of the Prime Minister to take it very
seriously and solve the problem in such a nice way that every group is
satisfied. There are so many countries in the world which has similar problem
and the Prime Minister can benefit from their experiences.
